MINUTES OF THE 25th PPVE MEETING

MC Meeting held on Sunday, 2nd November 2008 at the MC Meeting Room at 3:00 p.m.

The meeting was called to order at 3:00 p.m. by the Chairman.
The Chairman thanked all present for attending the meeting. The minutes of the last meeting was confirmed and proposed council member.

There were 7 topics in the Agenda:

a) Security
Guardian Security informed all present that the owner of 108-08-09 Lean Chin Hooi has unclamped his car and drove away with the clamp. He has lodged a police report regarding the case. Chairman has asked him to summarize the incident and hand it to the Admin. Office. At the same time, he also informed all present that the road will be closed for Penang Bridge International Marathon from 10p.m.on 15th Nov 08 to 10a.m. on 16th November, 2008. It was agreed that notices to be put up on the notice boards and into the letter boxes to inform all the residents. At the same time, it was agreed that all security guards should punch their punch cards when they report for duties with effect from 03/11/2008.

With regards to owners whose parking lots were parked by irresponsible resident, it was suggested that they have to park at the lobby with special notice card.At the moment there were 600-650 parking lots and the quotation for painting the parking lots are at RM1.00 per sq ft and another quotation for RM10 per lot. After taking into consideration, PPVE staff suggested we get the contractor to supply two workers to do the painting. It was suggested that council member to help to get quotation for the roadline paint.

b) Maintenance: i) external wall ii) lift at Blk.A
So far 49 complaints were received for water seepage from the three blocks. It was suggested that contractors should be called in to rectify and give their quotation. PPVE staff was appointed to be in charge of the matter. If the amount exceed RM100,000 it was agreed that an AGM should be called for the residents’ consent.The lift at Block A was not functioning properly and it was suggested that MS Elevators to be called in to check the fault.

c) Swimming pool – Adjusting the timerTo save electricity consumption, it was agreed that the timer for the swimming pool to be adjusted. The main pump will operate from 9a.m. to 12 p.m and 4p.m. to 9p.m. The pool light will be off by 9p.m.

d) Administration –i)sticker ii) legal issue iii) complaint
The stickers for the lift access card and proximity card are in the course of printing. It was agreed that the cards should be checked before putting on the stickers.The three lawyers from Lio & Partners has met council members and PPVE staff. It was agreed that we have to wait for Ahmad Abdullah & Goh’s investigation report before we can proceed to seek the initial opinion from Lio & Partners for the car parks that collapse with the investigation report.

e)Deepavali/Raya Celebration
The Deepavali/Raya celebration will be on 15th November, 2008 at 7.30 pm at the BBQ area and Cafetaria. It was suggested that the MP and police officers from Queensbay to be invited. PPVE staff has to do the follow up.

f) Accounts (deficit)
The Collections and expenses were as follows:

With the unit owners’ slow payment, it was suggested that reminders to be given out to all defaulters above RM1,000.00. Two reminders to be given before sending legal letters. The legal fees will be borne by the defaulters.

g) Other matters
There were 3 applications for lift access card and 1 application for proximity card and they were all approved since they fulfilled all the requirements.
There were 6 rejected applications as they have not paid their maintenance charges.

The 25th MC meeting was adjourned at 6.05 p.m. with a vote of thanks to the chair.

Hi PPVE,

I would like to bring to the committee attention regarding the visitor car park outside Villa Emas that belongs to TNB. Since TNB is going to take over that area for building new exchange point next month, I wonder if PPVE is going to take any action on it. As far as I know, most of the Villa Emas tenants are not aware of this new development. I merely got to know about this when I ask the security guard about what's going on with that place whereby cones and no-entry banner has been put up. I believe the tenants need to know about this so that they are not caught surprise if there are TNB crane/machine everywhere that place next month :-)

I think the Deepa-Raya celebration you organised seem to me it was more for the committees and their family. Only a handful of residents join in. this shows that the PR of the committe is not satisfatry.
I even hear from neighbous that the chairman sounds like a gangster when he speaks to the residents if they were to call him. If he doesn't like he can always tell people nicely. Yes you are not paid but you can leave if you don't like it. We feel afer all not much contibution from you so far. Most of the residents feel that. You should let those who really contribute take the chair, like Mr Regan,Mr Danny,Mr Sam,Mr Khoo,Miss Trace who are working very hard and shout less!they are what we want to manage our property !
Do think about it !

Hi PPVE,

The recent incidents of 3 theft cases within a day, residents jump down, guards not working and keep changing new faces everyday.....
Is the committee doing anything to tighten the security ? I feel the security is getting very loose day by day. Who is the manager or MC in charge of this area ? The guards seem to be staying in the guard house most of the time and do not bother much on people going in & out (walk-in & on motorbikes). R the MC considering to change the secuity company this year? Many residents complain that the guards do not patrol any more nowadays. Another thing is we notice there is only 1 slow-motioned man doing the maintenance job which we feel is insufficient manpower. B4 MC took over, there were 2 or 3 men and the corridors water leakage was not as bad as now. Pls consider this. most of us pay maintenance accordingly. only those who don't like the MC do not pay promptly.

I agree with what Anonymous said on 17th January. Being an MC you should be educated and polite to the residents. I've also heard many residents comment on this. What is the purpose of becoming an MC. For your own interest of getting the carpark renting easily? I've notice there are MCs changing from 1 carpark to another
like they own all the rented carparks. pls be fair to all the residents. We have been waiting for 2 years to rent a carpark. What is worse now is we cannot park at the open space outside anymore. Pls clarify. On 1 hand your guard ask us to park (MC say so). On the other hand MPPP ask us to leave. How much hv we spend on the fencing and aggregates ? I'm sure you notice many residents are quite reluctent to pay maintenance punctually. There can be due to other reasons which the residents do not know how to comment in the blog...

Hi all Villa Emas Bloggers,

MC has created this blog to enable the unit owners of Villa Emas to give theirs views and comments regarding the management of Villa Emas and not to make character assasination of any council members.

The MC finds it that a few irresponsible bloggers are making unfounded allegations and/or slanderous statements against the council members and hide behind "annoymous". It is unfair to the MC and the Council members. The MC would regard these bloggers action as an act of coward.

If anyone wants to make a personal attack against any council members of Villa Emas, you are invited to attend Council meetings, EGM and AGM to raise any issues pertaining to management Of Villa Emas and/or abuse of powers by any Council Members.

Those bloggers who dare to call the Council members behaving like "gangster" to indentify themselves and state their addresses. They should not make unwarranted statements and demoralise the council members effort in managing Villa Emas Condominium.

These bloggers can't even find time to attend any meeting including the recent EGM but quick to condemn or make character judgment of the council members. It is easy to condemn but it is very difficult to organise any functions especially to get the residents involved. B'coz most of the residents of Vila Emas are "self centered". They will find time to meet the MC or the Council member if they face with any problems and thereafter they will give all sort of excuses when we need their support in participating in any functions.

The MC cannot allow irresponsible bloggers to continue to make unfounded allegations and hide behind "anonymous" and therefore the MC may wants to restrict the use of this blog to those who have registered with the MC (PPVE) their name and addresses to blog and give thier comments.

It is to ensure that only unit owners of Villa Emas and not world at large (i.e tenants, outsiders)to blog and give thier views and comments to the MC. If anyone dare to make false allegations or defamatory statements against any council members then that particular council member or the MC as whole could resort to legal actions against them. It is fair to all...

Dear all,
If you have a complaint and a genuine case of accusation please make the complaint in the office with the forms provided so that it can be recorded and review by all the council members. It will then be minuted.

The complaint form will have to have your name and unit no. If it is a genuine complaint why are you worried about revealing your name and address? Afterall you are a unit owner like all of the council members.

We are sure you would want this place to be runned properly and all facilities to be in working conditions after nearly 10 years, right?

For your information, we have tennants includng some owners who would not care less. They destroy our access card reader, break the entry barriers and threaten council members. They also break the clamp and took them away ruthlessly. We have of these 2 cases one is from unit owner and another a tenants.

We have to use the law against them.

Who then is more arrogant and ignorant of the law. The MC? Well this is for the reader to decide. Where is the gansterism coming from?

We have cases where the MC talk to them first and some immediately realized that they are at fault and could be prosecuted. They apologized and paid for the damages for the replacement. The MC treats resident as neighbors (tenant or owners) and try our utmost to resolve problems without involving the police. As a last resort we will involve the police. We are after all neighbors and only we can make this place a better place called home!.

I believe alot of resident here knows about so call "tough guys especially tennant who think they are above the law. Well the MC runs according to the strata title act law to name one. Many are ignorant of it and tried to argue without understanding them. It is not our whims and fancy to do what we like without the law to support the MC.
The MC can sue and be sued and we will definately work within the stipulated law relevant to it.

Let me reiterate, if you have a genuine case of accusation go through the proper channel and we believe you are educated enough to know it rather then hide behind the curtain.
To say I heard and agree is "benefit of the doubt" for an intelligent guy like you! Agreeing when we havent even spoken before neither know you? Any logical guy would know that! You are invited to face the MC why worry it it is a real case, we are owners anyway and should have no fear.
